When it lands
Regulatory change is mostly noise. The work is not finding the updates, it is deciding which ones actually reach your business. The Register makes that call, and shows you the reasoning.

Every accepted change gets classified, and a wording-only call is refused in code unless the reviewer records the practice that keeps you compliant. That is the difference between telling you seventeen things changed and telling you sixteen need nothing from you.
No obligation appears without a citation you can follow back to the instrument. Where a source sits behind a paywall we say so on the line, rather than quietly leaving it out.
